Lead large-scale federal technology programs as a technically fluent Program Manager. This role is designed for a hands-on technical leader who can connect executive governance with software engineering execution, manage high-visibility delivery, and guide teams through rapid changes and mission-critical priorities.

YOUR FUTURE DUTIES AND RESPONSIBILITIES

  • Provide strategic direction and daily oversight across Agile software engineering, DevSecOps, COTS integration, and operations and maintenance activities.
  • Lead engineering teams through rapid release cycles while managing late-breaking requirements, regulatory mandates, and critical defects.
  • Translate mission needs into clear technical backlogs and advise stakeholders on architecture, technical debt, feasibility, and deployment risks.
  • Champion automated testing, containerization, CI/CD maturity, and cloud-native practices.
  • Lead high-priority surge operations when mission requirements demand off-hours, weekend, or extended support.
  • Build trusted relationships with government leadership, Product Owners, Scrum Masters, architects, and DevOps teams.
  • Lead executive status briefings, SLA tracking, program documentation, architecture review packages, and cybersecurity compliance activities.
  • Identify delivery bottlenecks, scope creep, security concerns, staffing issues, and other risks while maintaining contract and budget performance.

QUALIFICATIONS

  • Bachelor’s degree in Information Technology, Business Administration, or a related field.
  • 10+ years managing large-scale federal IT programs, including 5+ years managing COTS-based projects involving software development, O&M, and modernization.
  • 5+ years of prior hands-on technical experience in software engineering, systems architecture, DevOps, or technical systems analysis.
  • Experience leading continuous-delivery programs with rapid release cycles and automated CI/CD pipelines.
  • Experience handling short-notice requirement changes and mission-critical surge deployments.
  • Experience managing scope, staffing, budgets, schedules, subcontractors, risks, and performance metrics in federal contracting.
  • Strong executive, customer, leadership, communication, problem-solving, and decision-making skills.
  • Strong understanding of Agile, SDLC, and modern program-management practices.

NICE TO HAVES

  • PMP, PMI-ACP, CSM, SPC, or AWS/Azure certifications.
  • Prior DHS support.
  • Microservices, Docker/Kubernetes, AWS/Azure GovCloud, and automated TDD.
  • Familiarity with DHS SELC, TRB processes, and federal ATO.

CLEARANCE: U.S. Citizen; active DHS clearance or DoD Top Secret clearance.
